At least at the time I was writing OsiDylp, the OSI unit test enforced
the notion that delete should not reorder rows.  Native add/delete for dylp 
is
an O(1) operation that moves the last constraint to fill a vacated slot.  I
ended up implementing a new delete routine that worked as Jan-Willem 
describes.
