The documentation, to the degree it exists,
does not make clear what depends on what.
Failure to perform makes in the correct
order can result in failure or in compilation
in a directory whose Makefile is yet untweaked.
It can also result in losing track of what one has done.

IIRC some unit tests have dependencies
that their testees do not.
Also, Osi is complicated by things that
both use Osi and are used by it.
