There are two nice open-source projects:

*) GLPK supports the GNU MathProg language, which is a subset of the 
AMPL language
http://www.gnu.org/software/glpk/glpk.html

*) Zimpl might also be a good start: http://www.zib.de/koch/zimpl/

I remember reading that AMPL might be open-source some day (however, I 
do not remember source of this information, so ...)
