[Coin-discuss] Makefile.test in Osi/Test

All references to -llapack etc in makefiles (other than Makefile.location) 
should now have been removed.  Tell me if I missed any.

Clp (via CoinFactorization) can use dense matrix factor and multiply 
functions.  On some problems this can more than double the speed.  Other 
libraries can be used - I have used -lessl on AIX machines.  It is not 
vital and the percentage of problems on which it helps is not that large.

Hopefully, now that it is only in Makefile.location it should not cause 
any more problems.
