[Coin-discuss] reset function (was OsiOsl bug ?)

I have added reset.  If called from solver which has not implemented it it 
will throw an exception but that won't break any existing code.  Also 
added setInitialData in base class which does a reset for base class. This 
should be included in any reset function to be written.
