[Coin-discuss] patch to loadProblem cplex version.

Dear Osi,

You will find in attachement the version of OsiCpxSolverInterface and of 
OsiGlpkSolverInterface I use to make my test succeed.

On Cplex it solve two small missprint in loadProblem

On Glpk it solve two small missprint but also a total misscomprehension of 
loadProblem parameter (by column instead of by row).
You probably remember that I am the one to blame for this interface so here 
are all my apologies for that.
