Not quite so. For a double-sided constraint its lower and upper bounds
are determined as follows:

Row type   Sign of r   Lower bound   Upper bound
------------------------------------------------
G          + or -      b             b + |r|
L          + or -      b - |r|       b
E          +           b             b + |r|
E          -           b - |r|       b

where b is a right-hand side specified in the RHS section, r is a range
specified in the RANGES section. (Cf. MPS/360 documentation.)
