OMNET++ is duo licensed and one of those license is an open source license
(GPL).  However, there's this interesting one line warning by the author in
the "GPLElect" file which says  "Note that I will probably not accept
patches under terms that allow me to distribute them only under the GPL."
Open code, but not really open development ... not by the author any how.
