I have posted at:

a distribution of executables, libraries, and sample code for numerous 
COIN-OR projects (see below) including Optimization Services (OS Release 
2.0). It is intended for users of Microsoft Windows who want to use 
COIN-OR solvers to solve optimization problems but do not want to 
compile the source code for the solvers.  This distribution is also 
intended for users wishing to write applications using Visual Studio 
projects that link to COIN-OR solver libraries.  Numerous configured 
example project files are in the distribution.
