[Coin-announce] Updated XPRESS OSI

Dash Optimization has contributed a revision to the OsiXpr module that
supports the new XPRESS API.  This revision resolves the long-standing
limitation on the number of problem instances that can be supported with
OsiXpr.  Revision 1.10 or later of
COIN/Osi/OsiXpr/OsiXprSolverInterface.cpp and 1.8 or later of
COIN/Osi/OsiXpr/include/OsiXprSolverInterface.hpp support this new
interface.
