[Coin-announce] NLPAPI interface to IPOPT

The NLPAPI (Nonlinear Programming Appl. Prog. Intr.) has been updated to 
include an interface to Andreas' IPOPT solver. This is in addition to the 
LANCELOT solver interface that was prodvided in earlier versions.
