[Coin-announce] Revisions to OsiDylp

Folks,

	I've finally checked in the revisions to the OSI layer for dylp and
posted a new dylp distribution to http://www.cs.sfu.ca/~lou/OsiDylp.

There are two major changes from the previous version:

  * No more Fortran. Dylp now uses the C basis code from glpk.
  * Numerical scaling.
  
The first should make the code much more portable (it's now pure C, except
for the C++ OSI layer). The second (along with a few other changes) should
pretty much eliminate the need to adjust dylp's numerical parameters.
