[Cmpl] Cmpl and java

Hello Steven,

The next release v1.9 will contain jCMPL, that is CMPL's Java API. jCMPL provides the same functionalities as pyCMPL (with identical names or the getter /setter and other methods). The plan is to release CMPL v.1.9 in the next 2-4 weeks. I'm testing the new package on all of the supported operating systems and I'm writing the new parts of the manual right now. 

If you need a Java API sooner then  I could send a beta version.
