[Cmpl] New CMPL release v1.6.1

Dear CMPL users,

I am pleased to announce the release of CMPL 1.6.1. 

New features and change log :
1)) SCIP support
CMPL executes SCIP directly to solve mixed integer programming (MIP) problems.

2) Some minor changes in the command line argument handling:
Now it is possible to enclose the file name with double quotes if the path and/or the file name contains blanks. 

3) Some minor changes in the Gurobi handling

The Binaries are available at www.coliop.org/download.html.

Source code
is obtained by checking out the source code using a subversion client.
