[Clp] Move to Github Discussions

Dear All,

COIN-OR has decided to retire the old Mailman mailing lists in favour of Github Discussions.

https://github.com/coin-or/Clp/discussions

The mailing lists will eventually be retired.

COIN-OR  is currently looking at options for permanent archiving of the old lists. After the lists are disabled, COIN-OR hopes to leave in place a reflector directing anyone who happens to mail the list to try Github Discussion instead.
