[Clp] clp.exe and input arguments

Hi,

In my recent tests of the binary clp.exe the following command results in a successful run:
Clp.exe  LP_RAIL_LP0.mps    -presolve off   -minimize -dualsimplex -printingOptions rows -solution LP_RAIL_LP0-A.CLP

But changing the order of the arguments as below does not:
Clp.exe  LP_RAIL_LP0.mps    -minimize -dualsimplex  -presolve off    printingOptions rows -solution LP_RAIL_LP0-A.CLP
