[Clp] access elements of a CoinPackedMatrix

I've been reading the doxygen for CoinPackedMatrix and I can't find a
function to access individual elements (I just want to read them, not
modify them).  I see that there's a method printElement, but can't find one
to access the value.  This should be simple.  Thanks in advance.
