[Clp] CLP 32-bit Windows Binaries that are callable from Fortran (C like) like GLPK and LPSOLVE

Hi,

Clp binaries for a recent Clp version are included in the CoinAll 1.6.0 
binaries at http://www.coin-or.org/download/binary/CoinAll.
