[Coin-lpsolver] Clp message

Francois,

It was a mistake in ClpSolve.cpp - should be OK now.  There were 
circumstances when level could temporarily get set to 1 even though user 
set it to 0.  Would not occur the way I was doing things or if using Clp 
directly.
