[Coin-lpsolver] Setting for the Clp

The output thing is SlpModel::setLogLevel.  You can read about it at
http://coral.ie.lehigh.edu/~coin/COIN/Clp/Doc/html/classClpModel.html#z110_6

The executiton time thing can probably be set with
ClpModel::setMaximumSeconds(), but I've never personally tried it.
