[Coin-lpsolver] quadratic programming API example

There is a bit at about line 1600 of Test/unitTest.cpp which may give some 
clues.

If I could clone myself I could try and do more on QP and Interior point. 
As it is I have enough to do concentrating on Simplex and Cbc.  And I have 
a day job :-)
