Edwin,
I have changed code so that ranging will return with a nonzero code (as it
would for primal/dual infeasible). I have also added a code==6 to
secondaryStatus() which means no elements in matrix and this is tested
before ranging.

[Coin-lpsolver] little bug in CLP
When i run an LP with zero constraints (just bounds on the varaibles) and
call DualRanging, I get a crash.
Specifically, the crash occurs on the first line in:
ClpSimplexOther::dualRanging
