[Coin-lpsolver] BCP Makefile

When I run the BCP makefile, it is not possible to create the file
dependencies. The error that occurs is: 

"Creating dependency BCP_INST_system.d 
/bin/sh: -DBCP_COMM_PROTOCOL_: command not found"

I believe that this error appears due to some mistake on the
configuration, but I have no idea about what it is. 
I want to know what is the function of the command:

CXXFLAGS += -DBCP_COMM_PROTOCOL_$(COMM_PROTOCOL)

at the BCP makefile.
