[Coin-lpsolver] Handling of degenerate cycling/stalling

Clp has some anti-degeneracy techniques - see reference to Gill, Murray ...
near top of ClpSimplexDual.cpp

It has other ones as well and can use perturbation.  This is reasonable for
dual but needs work for Primal.  It also needs more automation as
perturbation can help a lot on some problems for speed.

Overall I need to do more work before I get to version 1.0 of Clp.

Any suggestions/help welcome.
