[Cgl] FYI: New stable release of Cgl is available

Stable relase 0.53 of Cgl is now available for your using and testing 
pleasure.  The new stable release was created in preparation of a new 
point release of the "connected components" (Clp, Cbc, Cgl, Osi, etc.) The 
changes to Cgl are enhancements to existing cut generators and bug fixes. 

New cut generators welcome,
