[Cgl] static int declaration in CglFlowCover

hi all,
in the source file CglFlowCover.hpp, the variable numFlowCuts_ is declared to
be static int.  it causes problems if i use multiple objects of the class
CglFlowCover. i dont see any reason why it should be static. is this variable
intentionally declared to be static or is it a bug?
