[Cgl] New cut generator

A new Lift-and-Project cut generator, CglLandP, has been added to the
Cgl library. It is now available in Cgl/stable/0.5 via svn. Note that
it currently works only with the Clp solver, due to its use of advanced
features not implemented (yet?) for other linear solvers in Osi.
