[Cbc] Anomaly with optimal solution

I updated my test program to use CBC version 2.10.4. Also the program now
outputs the iteration count, which is different if the file I07 is tested
in isolation. So it would appear that either there is a bug in CBC or there
is a problem with my system / set up.
