We don't have much to do with the packaging on Ubuntu/Debian. I'm not sure how they manage the updates. Looks like 2.9.9 is the version on recent Ubuntu. I would suggest asking the maintainer of the package to update it.

On the other hand, Cbc is really easy to build on Ubuntu, so if you want to have the latest, the best thing to do is just build it from source.

wget https://raw.githubusercontent.com/coin-or/coinbrew/master/coinbrew
./coinbrew fetch Cbc
./coinbrew build Cbc --no-prompt --prefix=/usr/local
