[Cbc] [coin-or/Cbc] Binaries for parallell execution (#270)

Yes, I can confirm that if I try running cbc.exe posted yesterday/Friday 4:25 PM, I get the error “The code execution cannot proceed because liblapack.dll was not found. Reinstalling the program may fix the problem.”.

I realized there are some dependencies that are not bundled. I'm trying to fix that now.
