[Cbc] suboptimal solution as optimal

Attached is a problem that (on trunk) cbc is returning an optimal of: 91481.  You can see this is not correct, by adding an addition constraint to force a solution:

force: has_change = 1

After which, cbc finds a better solution of 58199.
