[Cbc] Performing an action at each new best solution -- response to Jeff Willert

Jeff, I wish I had the details at my fingertips. I believe that when I 
first got this working, it was with the assistance of Stefan Vigerske, who 
I hope still reads this list. I think it involved creating an instance of 
CbcCompareUser, which has an entry point that is called whenever the main 
algorithm finds a new best solution.

I will continue to poke through my code base in case somebody doesn't come 
up with a good explanation first.
