[Cbc] Accuracy of CglGomory.cpp

I still don't understand why small errors have crept into CglGomory, but 
I have made some changes to try and improve the accuracy.

I attach a modified CglGomory.cpp.  I would be grateful if anyone who 
has had problems could try it and see if it fixes their problems (should 
be OK in stable/2.9 and trunk).  If not, then can they send me the file 
which still causes problems.
