If you update to trunk and configure with -DCBC_FEASIBILITY_INVESTIGATE 
then you may get some useful output.

There are two possible approaches to fix.

1) If first phase gives a constraint <= 15.216 then use 15.2161 in 
second phase.
2) Set primalTolerance to 1.0e-6
