[Cbc] CoinError when using "-preprocess strategy"

Patrik,
The fix is not to use -preprocess strategy :-)
Since changes to Cbc to make it easier to use command line code as a
function, the "strategy" options have not been much tested.
I have fixed in stable. CbcModel.cpp change 2002.
