[Cbc] Multithreading support for Windows

Hi

Thank you everybody for the quick help! I got CBC running multi-threaded 
now. However, as some have warned me, it doesn't seem to perform under 
Windows -- running times have actually increased on my problem instances 
though all processors are being used!
