[Cbc] Pre-built CBC binaries for trunk?, Also cross-compiling

I did some experiments cross compiling with mingw some years ago, I don't
remember the exact details other than it failed on lack of some parts like
wchar_t and other features I needed. My conclusion was it was not worth the
trouble.
