[Cbc] CbcCountRowCut.hpp not installed in /usr/include/coin

Hi Folks,

Compiling my applications which use CbcModel against *cbc trunk *now fails
because the now needed CbcCountRowCut.hpp is not being installed in the
include directory of COIN.

This file should also be included in the include directory.
