[Cbc] windows binary for v2.8

I've just uploaded CBC 2.8.3 binaries for Linux, Mac and Windows here:
https://code.google.com/p/ampl/downloads/list?q=cbc

This Google Code repository is for AMPL solvers and libraries, but CBC
executable works both as a standalone solver and as an AMPL solver.
