[Cbc] Quick-start tutorial for Visual Studio users

Hi all,

Inspired by a recent post to this list, and my own initial (and
on-going!) confusion with all the functionality available in Cbc, I
wanted to make a get-up-and-started tutorial for Windows users.

Hopefully this helps someone get started with Cbc quicker in the
future. If you have a moment, cast your eyes over the tutorial and/or
the sample code to check for any errors.
