[Cbc] Compiling on Windows

I had looked there, but since the newest windows binary is more than 3 years
old, I was hoping to take advantage of some of the improvements since then
(under the assumption that Cbc 2.6 is significantly better than 1.x).

Perhaps you should try the CoinBinary project, which provides pre-compiled
binaries ready to use for unix and windows.
