[Cbc] Windows binary with --enable-parallel

Thanks John that bugfix helped and it compiles (single thread) now thanks.

But has anyone had any luck getting the multiprocessor options to 
compile in windows?

I think http://sourceware.org/pthreads-win32 should work but I have not 
been lucky
