[Cbc] Cbc ticket system broken

[Tuomo Takkula]

When I tried to submit a ticket where I need to attach files, a click on <submit> brought me to the
Coin-OR projects page (https://projects.coin-or.org/Cbc/newticket#preview). No way to attach files.

What's wrong?
