 I didn't realize that placement of the arguments mattered. After
 rearranging the command line to this form "cbcSolve.exe test.lp -sec 200
 -ratio 0.05 -solve -solu out.txt" the solution is written in text file
 out.txt.

 without any errors, and started using cbcSolve.exe to solve my MIP problem
