[BuildTools] new autotools for BuildTools version 1.0 or not

Folks,

	Count me as strongly in favour of the upgrading to new versions of
autotools, for exactly the reason Andreas cites:  bug fixes.  That's how I got
started using autoconf 2.61.  It fixed a nasty bug (related to the declaration
of exit() by the cl compiler) that would have required substantial effort on my
part to work around.

	'Course, I'm open to suggestions that we hold at autoconf 2.59 and
abandon MicroSoft :-).
