[Bonmin] Bonmin C API

I recently wrote a C API to Bonmin because I needed it for a project I'm
working on. I put up the source code and an example where I use the C API
on my personal github account: https://github.com/shaurya0/BonminCInterface

The code is quite similar to the C interface to Ipopt. I think a C
interface to Bonmin could be useful for building interfaces to Bonmin from
other languages and should therefore be included in the official
distribution. If this is of interest to the project maintainers, please get
in touch.

I have not tested the code more than what the example demonstrates.
