[Testtools] Notice of intent to push THIRD_PARTY_ALLOWED change

Gents,

	Sorry for the delay, I got sucked down without a trace by the day job.

	I plan to push the change from ThirdPartyAllowed to THIRD_PARTY_ALLOWED
tomorrow morning around 0900 Pacific Time.  In particular, this variable is set
in NBuserParametersDefault.py and referenced in NBbuildConfig.py.  You may need
to touch up your local copy of NBuserParameters.py if you've used it in the past
to modify ThirdPartyAllowed.
