Hi stochastic programmers...

The new stable version of Coin-Smi is 0.8.
The primary changes are to the MS Visual Studio projects.
-- now they contain an exampleSmi project.
Thanks to JP Fasano for updating these!

Also, Coin-Smi 0.8 contains an important fix to SmiCoinCombineAdd::Process
().
Thanks to Juergen Wuerzer for providing the application that disclosed the
bug!
