 I have tried to download and install the IPOPT with the Microsoft Visual
 C++ compiler (my version is 2013) under Cygwin through the instructions on
 https://www.coin-or.org/Ipopt/documentation/node15.html#CygwinInstall. I
 keep running into the following errors. Could you please help me. I have
 attached the config.log file.

 checking for pkg-config... pkg-config
 checking pkg-config is at least version 0.16.0... yes
 checking whether -lblas has BLAS... no
 checking for COIN-OR package Blas... not given: Package 'coinblas',
 required by 'virtual:world', not found
 configure: error: Required package BLAS not found.
 configure: error: /bin/sh './configure' failed for Ipopt
