 I don't know if anyone every tried building the R Interface on Windows.

 However, using the code int the build folder should be the way to go.
 The DESCRIPTION file should have been copied over (or a link created)
 during configure (during the
 {{{configure: Creating VPATH links for data files}}} message).
 You should check whether the file is indeed there.

 A wild guess is that there is some incompatibility between cygwin (which
 may create it's own style of file-links) and a windows-native application
 of R (which cannot handle cygwin links).
